Probe an authorization decision for a gateway target.
Description
Probe an authorization decision — the internal route that agent-core-gateway
calls per inbound request. It always returns a decision: allow, or deny with
a reason (HTTP 200 in both cases).
The minimal flag path covers the common probe (policy group + user + action
method). For richer inputs (principal attributes, context, or
action.params.arguments), pass the full DecisionRequest body via --file,
crafted from the API docs.

<gateway>— the gateway id (exactly 1 required).<target>— the target id (exactly 1 required).
